  1. Call to Order: Chairman Kevin Knappmiller called the meeting to order at 2:22 p.m. Nine out of thirteen voting members were present at the time the meeting was called to order and a quorum was established.
  2. Welcome an introductions: A welcome was offered by Kevin Knappmiller and everyone attending the meeting introduced themselves.
  3. Roll Call: Nine out of thirteen voting members were present at the roll call and a quorum was established. Minutes from the last meeting held in Seattle were approved 9-0-0-13.
  4. Announcements: Duncan Phillips attended the TC Chair and Research Committee Chair breakfast meeting and reported the following items:
    • ASHRAE is fixing the membership rollover database and wants information in on time
    • Programs:
      • Because of the original early deadline there are still some openings in the Minneapolis program
      • ASHRAE wants to limit symposium papers to 30 pages.
      • August 4, 2000 is the deadline for submitting programs for the upcoming Atlanta meeting.
    • A CD-ROM version of the ASHRAE Handbook will be released this summer.
    • ASHRAE Journal InSights / Technology Corner offers an opportunity for TCs to talk about what they do. TC 4.10 is one of three TCs which actually took advantage of this opportunity before ... Steve Emmerich volunteered to update/modernize what TC 4.10 had previously submitted before.
    • The Environmental health Committee has a list of projects that they want to work on but are short of manpower to get the projects through the ASHRAE system and are willing to collaborate with other TCs.
  5. Membership:
    • The discussion on membership was led by Kevin Knappmiller who indicated that he will not be able to attend the upcoming summer meeting and not be able to participate in TC 4.10 activities following the summer meeting due to a career change. Vice-Chair Ray Horstman will be the acting Chair for TC 4.10 at the summer meeting in Minneapolis.
    • After the summer meeting, the Chair position would be vacant due to Kevin Knappmiller's departure, hence Vice-Chairman Ray Horstman will move into the Chairman position and Secretary Walter Schwarz will move into the Vice-Chairman position. This movement created an opportunity for someone to volunteer for the Secretary position and Stuart Dols, who is also the TC4.10 webmaster, volunteered to become the Secretary beginning with the Atlanta meeting. Since there is already one voting member from Stuart's organization, he will serve as a non-voting member. Steve Emmerich agreed to continue as Program Committee Chairman, Jerry Baker agreed to become the Handbook Committee Chairman, And Duncan Phillips agreed to become Research Committee Chairman.
    • During the meeting it was discovered that Diotima Von Kempski should actually be an International Member of the TC 4.10 rather than a regular voting member.
    • Current International Member Shuzo Murakami is scheduled to go off the committee after the Minneapolis meeting and the committee agreed to enlist Shinsuke Kato as a new International Member.
    • A number of people will be coming off as voting members after the Minneapolis meeting:
      • Kevin Knappmiller
      • Qingyan Chen
      • Carolyn M Kerr
      • Jianshun Zhang

    • And a number of people will cycle on as voting members
      • Mohammed Hosni
      • Duncan Phillips
    • Since Dan Clark has indicated that he no longer is able to continue as Research Committee Chairman of TC 4.10, the TC needs to find out if he is willing to continue as voting member or also plans to discontinue that role as well.
    • The committee will add two new corresponding members who attended the Seattle meeting:
      • Francis Allard
      • Amy Musser
    • Membership Chairman Mo Hosni stated that he is not getting the membership reports from ASHARE and Kevin Knappmiller mad a note of that.
  6. Research: Chair Dan Clark was unable to attend this year's meeting and Duncan Phillips filled in.
    • The next deadline for submitting work statements was 2/15/00.
    • ASHRAE would like to see work statements prioritzed
    • ASHRAE wants to understand why dissenting votes and explanantions needed.
    • The next research plan is due August 1st.
    • RP-903 Experimental Validation of Multizone Models for Predicting Air Contaminant Transport in High Rise Buildings (PMS Chiar: Dave Ensor, PI: Gren Yuill) - This project has experienced a number of unfortunate delays and the the PI has requested a no-cost extension until 3/31/2001 because the desired experiments with desired weather conditions haven't been completed. The committee still expects useful data to come from the completion of the project and recognize the extenuating circumstances which have caused the project to fall behind schedule. The committee voted 10-0-0-13 to recommend that ASHRAE grant a no-cost extension until 3/31/2001 for this project.
    • RP-978 Interaction of Room Air Motion and the Human Body in Confined Spaces (PMS Chair Jianshun Zhang, PI Byron Jones) - A request was made by the PI for a non-cost extension to 8/31/2000. . The committee voted 10-0-0-13 to recommend that ASHRAE grant a no-cost extension until 8/31/2001 for this project.
    • RP-1009 Simplified Diffuser Boundary Conditions for CFD Room Air Models (PMS Chair Kevin Knappmiller, PI Yan Chen) - The progress on this project was discussed at two-hour meeting on Sunday morning and the project is on track for completion in July, 2000. The project examined the box method which works on all eight diffusers studied (but is difficult to implement) and a simpler monentum method which works on five of the eight diffusers. Since Kevin Knappmiller, who is the PMS Chair, will be leaving the TC, Duncan Phillips will become the new PMS Chair for this project and the other members of the PMS are Farzad Baban and Jerry Baker. Duncan Phillips will file the form for updating the composition of the PMS.
    • RP-1097 Modeling VOC Sorption of Building Materials and its Impact on Indoor Air Quality - Phase I (PMS Chair: Dan Int-Hout, PI: Jianshun Zhang) - This relatively new project is moving along according to schedule. Discussion of this project, led the committee to believe that there are some additional areas concerning the human perception of VOCs which would warrant research. Diotima Von Kempski with help from Jianshun Zhang volunteered to draft an RTAR on the subject.

    • TRP-1133 How to Verify, Validate, and Report Indoor Environmental Modeling CFD Analyses (PES/PMS Chair Farzad Baban) - Five bids were received for this project and the discussion on this and the recommendation of the PES was moved to the end of the meeting and held as a closed session.
    • There is no need to change the research plan at this time; however, the following information updates the status of the various ideas:
      • Modeling Low Velocity Large Scale Fluctuating Flows in Ventilated Spaces - the work statement is not ready yet. The first draft will be ready by may with Ray Horstman writing it with help from Steve Emmerich.
      • Modeling Ventilated Environments with Large Internal heat Loads - The Research Committee reviewed a draft work statement identifying several changes to be made and desiring additional information to be added. A revised work statement will be available by May.
      • Modeling Natural Ventilation - A work statement on this subject was prepared by Yan Chen and the committee voted 10-0-0-13 to approve the work statement and submit it to ASHRAE research.
    • Upcoming RAS deadlines are
      • Feb 15th
      • May 15th
      • Aug 15th

     

  7. Program - reported by Steve Emmerich
    • TC 4.10 thanked Walter Schwarz for organizing Seminar 6 entitled Case Studies of Modeling Industrial Environments which was held at this meeting and attracted an attendance of 42 for the four speakers. The response from the audience was favorable and it might be a good idea to plan a future symposium on the same topic.
    • Walter Schwarz volunteered to organize a symposium on Experimental and Numerical Studies of Airflow in indoor Transportation Environments for the Summer 2001 meeting to be held in Cincinnati.
    • Original program plans had called for a seminar on Advances in CFD Modeling to be held at the Minnesota 2000 meeting. Steve will check with Allen Kirkpatrick who was organizing this session which may be moved to the Atlanta meeting.
    • A previously planned symposium on VOC Modeling chaired by Gemma Kerr will not be ready for the Minneapolis meeting and is now scheduled for the Atlanta meeting.
    • A previously planned symposium on Experimental Validation of Multizone IAQ Models will not be ready for Minneapolis and is now planned for Atlanta.
    • A previously planned symposium on Modeling Natural or Hybrid Ventilation Systems will not be ready for Atlanta and is now planned for Cincinnati.
    • The committee voted 10-0-0-13 to co-sponsor, along with TC 9.8, a seminar for Atlanta on Computer Modeling of Large Occupied Indoor Spaces. Jerry baker and Walter Schwarz volunteered to present something at the seminar.
  8. Handbook - reported by Ray Horstman

    Final changes are being made to a new chapter on computational fluid dynamics which has a place reserved in the ASHRAE Handbook of Fundamentals. The committee thanked Ry Horstman for his efforts in leading this important first step in describing CFD in the ASHRAE Handbook.

  10. Web Site - Reported by Stuart Dols
    • Stuart prepared a draft TC4.10 homepage and the committee voted 10-0-0-13 to approve it for use as the official TC4.10 homepage.
    • Stuart attended an ASHRAE workshop on TC homepages and reported that the TC needs to obtain permission for including people's email or phone information - Stuart will ask everyone for permission to included their contact information.
    • The committee discussed what types of material should be available on the TC4.10 homepage and the following items were mentioned;
      • Presentations from TC4.10 sponsored seminars
      • Status of research projects
  11. Activities in Other TCs - the following relevant activities were mentioned:
    • TC1.2 Instruments and Measurements - Arsen Melikov / Mo Hosni mentioned a project looking at the effects of turbulence intensity on velocity measurements.
    • TC2.1 Physiology and Human Environment - Diotim Von Kempski discussed this TC's interest in physiological factors of IAQ and interest in what could be done with ASHRAE research results along this line.
    • TC2.3 Gaseous Air Contaminants/Removal Equipment - Gemma kerr reported that this TC is co-sponsor a VOC symposium for Atlanta.
    • TC4.7 Energy Calculations - Kevin Knapmiller reported that this TC is interested in mixing in multi-zone models using multiple nodes.
    • TC5.8 Industrial Ventilation - Duncan Phillips reported on displacement ventilation research activity in this TC.

  12. New Business
    • The committee thanked Kevin Knappmiller for his hard work and contributions as TC4.10 Committee Chairman.
  13. A move to adjourn was made and approved.
